Here's a list of the unlockable characters and where they can be found.

Across the Mojave there are seven Snow Globes that can collected. These are put on display in the Lucky 38 Presidential Suite and can be sold to Jane, a securitron in the Penthouse area of the Lucky 38, for 2000 caps each, giving you a total of 14,000 caps for all seven. Note that you can only sell them to her if you are on good terms with Mr. House (don't try to take him offline and don't destroy his securitron army under the Legion Camp). Finding them all also earns you an achievement or a trophy.

Snowglobe 1 - GoodspringsFound in the Goodsprings Cementary in front of a tombstone, likely the first one you will find.
Snowglobe 2 - Hoover DamFound in the Hoover Dam Visitor Center, on the desk in front of you as soon as you walk in.
Snowglobe 3 - Mormon FortFound in the Mormon Fort in Freeside, look on a shelf in the tower to the right of the entrance.
Snowglobe 4 - Test SiteFound in the Lucky 38's Cocktail Lounge, behind a cash register in the central area of the room.
Snowglobe 5 - The StripFound in Vault 21, this one is a little tricky to get. You either need a good sneak skill or a lockpick skill of 50. If you don't have a good lockpick skill, pickpocket the room key from Sarah in the entrance room. Go down the stairs into the Vault and keep going straight until you reach a room with blackjack tables. Take a left and open the second door on the left with either the key or bobby pins. The Snowglobe is on the table beside the bed.

A easy way to kill a NCR Ranger from the games cover without gaining NCR infamy
Go to Ranger Station Delta. Okay, a good weapon to use would be a Power Fist in good condition. Crouch behind the Ranger with your Power Fist until it says hidden. Make sure no one else can see you. Once you are hidden, enter vats and to 2 hits. In one hit you will get a Critical Sneak hit, and you gain no infamy, and the NCR will never know. If you gain Infamy you did it wrong by being near anyone.

Free stuff - Loot the Doctor's office at start of game
Before leaving the doctor's office at the beginning of the game, have a look around his abode. There are several items scattered around, and some in boxes/crates that you can take without negative consequences (unless the item is highlighted in red, otherwise you're good to go). IE: There are a few stim packs, some ammo, a laser gun, and other misc. items you can later sell for a small amount of starting cash. Also a half-broken machine gun which can be repaired and taken if you raised your repair ability enough at the start.
The Power of the Sun in the Palm of Your Hands
In Freeside, usually near Mick and Ralph's, there is a little boy with a gun chasing a girl. If you talk to him, you can buy the gun for 1000 caps, or you can wait until he sleeps and steal it from him. This is the Euclid's C-Finder, and it is one of the best guns in the game, but you have to do something to get it to work. Go to Helios One Power Plant north of Novac and start the quest "That Lucky Old Sun." When you get to the part where you can choose where to distribute the power to, send it to ARCHIMEDES. Finish the quest and you have a powerful weapon. The C-Finder can be used once a day to burn all enemies in a chosen area. It is usually a one-hit kill.
Two Unique Energy Weapons
North of New Vegas is an area where you can get one of two Unique energy weapons, depending on whether or not you have the Wild Wasteland trait chosen at the beginning of the game. To get to the area, go Northwest along the road as if you are going to Jacobstown. To the north of the road is the Horowitz Farmstead, which has been taken by raiders. Go north of this area to get to where the weapons are.

If you do not have the Wild Wasteland trait, there will be a mercenary camp. Kill them all and take the weapon from the leader. It is the YCS, a unique Gauss Rifle which is great if you use two-handed energy weapons.

If you do have the Wild Wasteland trait, you will find a spaceship and some aliens. (In case you are curious, they look like the South Park aliens.) Kill them and retrieve the blaster from the leader. This is the Alien Blaster, a unique weapon in its own right, and is perfect for one-handed energy weapon users.

If you purchase or find the Anti-Material Rifle and then equip .50MG, Incendiary rounds. Equip both rifle and ammo and just target some one in VATS and then close VATS. They should catch on fire and lose some health. You can also select more then one person in VATS before closing it to burn more people using the right joystick. You will not aggro enemies or friendlies. Also you will not lose karma or Reputation twith each kill. Very useful if you need to kill a NCR/Legion with something you need on them
Free Caps (pre-patch)
If you go to Primm and complete the quest "My Kind of Town" and wait three days, the Vikki and Vance Casino should be up and running. Go to the cashier and buy some chips. Then sell the chips back to her. She gives you the money but doesn't take the chips. You can keep doing this for as long as you want. It helps to buy more chips from her to speed up the process.

Note: This only works if you have not installed a patch. I am pretty sure that adding the expansion packs will also make this not work.
Free XP
To start off, go to Cottonwood Cove. Once there, go to Aurileous of Phoenix, his office is in the middle of cottonwood cove. Now, wait until he's in his office sitting at his desk, and with 50 speech, activate the skill-check, it will give you 38xp. Now, once you clear the screen, you will see that you can do the skill-check again, and get the same amount of xp. Depending on how fast you click, you can get 100-500 xp every 3 seconds. (Note that this is similar to the Fallout 3 glitch, but this gives you much more xp)

P.S. Try not to do this on your first play-through, it will ruin your gaming experience.
Freezing on the Strip
In Camp Searchlight, the very radiated town west of Cottonwood Cove, the ranger there gives you a quest to gather intel from Cottonwood Cove. Afterwards he tells you to shut down Cottonwood Cove. If you choIoose to drop radiation barrels onto the camp, do not do this part of the mission until after Vulpes or Alerio come to you on the Strip and tell you that Caesar wants to meet you. The game will freeze at the meeting point when you do because Cottonwood Cove is where you meet the person who takes you to the fort. Hopefully they will fix this in a future patch.
Infinite Experience Glitch
If your speech skill at 50 or higher, you can persuade Old Ben to offer his escort services to the local bar, if you succeed in the Speech Challenge, you'll gain 61 XP. If you follow him back to the bar afterwards and wait until he sits down, you can speak to him again and redo the same Speech Challenge over and over again for infinite XP! You can find Old Ben sitting by a fire close to The King's headquarters in Freeside
Infinite XP
You need Speech of 30 or the perk Confirmed Bachelor. You must also be on the good side of NCR. Go to HELIOS One and the lady should automatically talk to you. Once she allows you access HELIOS One, you should be able to start the mission "That Lucky Old Sun". Follow the mission and talk to Fantastic and Ignacio Rivas. While talking to Rivas make sure you get him to reveal that he's a Follower of the Apocalypse by using Speech or Confirmed Bachelor and agree with his ideals about peace or just say you're neutral. Do the mission regularly until you get to the point where you activate the Mainframe Terminal. Configure the Power Grid to "5) Full Region (Emergency Output Level). Finish the mission by hitting the Reflector Control Panel outside on top of the tower. Go back to Ignacio Rivas and choose the option "I overloaded the plant. No one.....". The glitch is that the option never disappears, so you can choose to keep pressing it. You get 350XP, 3 Stimpacks, and 2 Doctor's Bag
infinite xp in vault 11
Aftr reaching the sacrificial chamber and dispatching the robots go to the computer terminal through the previousley closed wall and enter it. The bottom option can be pressed over and over again to gain 500 xp each time. If any of the other options are chosen or the terminal is exited you cannot use the eploit again
Neverending caps
This cheat works only in the lonesome road dlc. First, you will need two of the same weapon or armor. Example of a weapon, Blade of the west. Example of an armor Marksman Armor. Have one of the trade items stronger than the other. (the two weapons glitch). There is a missile silo called Ashton silo control station. you will have to go to it in the main quest of the lonesome road dlc. Go in to it after you launch the missile. You will ride down on a weird elevator thing. Also you will fight tunnelers. Go though the area a bit and you will see a terminal. ignore it for now and walk down the hall to the medical room.(you can tell by the medical cross.) Go in and kill the security bot. the if ED E can fix the commissary terminal ( C.T.). You can have your stuff repaired there and you can buy stuff. Go and buy stuff, but sell both weapons or armor. Then when low on caps buy the weak one. if it does not work then sell it and buy it again. Don't worry this is ok. Then keep going and take the caps for the C.T. and buy what you want. Then exit the C.T. and re enter to buy stuff and it will have 6,000 caps again and this will keep happening. Do this until your hearts content.

Brahmin Tipping
This is a fun little trick that I found pretty amusing. If you sneak up to a Brahmin (a two-headed cow) and press the talk button, you will push it on its side. You don't have to be hidden from it, just neak up and talk to it. It will not even get violent.

As you head towards the cavern look out for 2 deathclaws and a few of their young and take them out with your carbine with armour piercing rounds, which shouldn't have any problems killing them, as you head through the cave save your minigun till the end, look out for the mother deathclaw in there as well, when you get to the end look out for the Legendary deathclaw, the biggest thing you'll ever see in new vegas, gun him down with your minigun, it took me seconds to kill him and when you do kill him, look around his chamber for 'mercy' a awesome grenade launcher, hope i helped.
