Once the gym is beaten head to the Pokémon Center and get your Pokémon healed. Head south to the exit of Coumarine City and onto Route 13. At the entrance to the route you will be confronted by Professor's Sycamore's assistants who like make the final upgrade to your Pokédex to include the Mountain Kalos Pokémon. After the update is done Dexio will inform you that there are some problems at the Power Plant on Route 13 which is causing the black out in the central and northern parts of Lumiose City, which were previously unavailable earlier in the game. After their conversation with you, they leave and you are free to travel on to Route 13.

Head west of the entrance gate and you will come across a Team Flare Grunt standing on a metal grated bridge. Getting close to him will cause him to stop you from proceeding any further and will challenge you to a battle.

When defeated he will realise he has lose his Powerplant Pass. He will talk to himself about it possibly being 9 steps east of his current location. You can either count the steps yourself, or a far easier method is to simply use your dowsing machine to locate the hidden pass. This pass will then allow you access into the Power Plant.

With all the grunts taken down, head up the steps were you will see a Team Flare Admin and a Scientist. It appears they are the one stealing the power from the plant for a currently unknown reason. The admin spots you, realises that you have taken out all the grunts, and challenges you to a battle.

Unsuccessful in taking you down, Team Flare flee from the building but managed to get the energy they required for whatever it is they're planning. Suddenly two masked characters appear, clearly the Professor's assistants, calling themselves the Defenders of Kalos. As a thanks for chasing off Team Flare they heal your Pokémon and give you some Full Restores.
