Well, the view would be spectacular
Apparently we have the technology to build such a monster building; and while it would take almost two minutes for an elevator to take you to the top, you would get a killer view.
And you better take Gravol with you.
Apparently the top of the tower can be expected to shift enough from the wind to make a lot of people seasick.
Actually I find the movement of tall buildings fascinating. All tall buildings shift with the wind, they are engineered to do so, and even were it possible to do otherwise it might not be wise to do so for cost and even longevity reasons. The Empire State Building needle apparently sways as much as 1m during high winds.
