the whole concepts reeks of galerians, dystopia, experiments on human, artifical babies, oh soo much on this, artificial-sentinent AI, again Galerians, altho it's more like cyber punk

I'm expecting and hoping for something deep with some profound message about how the Earth is a sort of panopticon; a kind of circular prison in which we're all constantly observed either by our peers, friends, enemies, or perhaps by some unknown force.

It looks like the game has some sort of "reality-bending" aspect. Maybe, by escaping reality, they feel they can also escape their panopticon, but they find that things aren't so simple with monsters (or apparently robots) and shit running around.

Eh, I'm probably wayyyyy off base. I'm just in the mood to speculate.

^ What Slash said. Not all games have to have Super HD 1080p 3D hyper-realism. The art style is just that, an art style, or stylistic choice that is made because it creates a certain atmosphere or tone.
Example: Naruto Ultimate Ninja Storm is a game from an anime so they retain the anime art style to give it the original anime feel, plus a realistic naruto would kind of scare people.
Just because a developer can up their graphics, doesn't mean they should.

That's my opinion, though, I like some Cartoony aspects in Castlevania: LoSD: Mirror of Fate.

Looks really cool. Great concepts, good action, nice artstyle.

And JAPANStudio, who last gave us the amazing Gravity Rush.
