I play in Xbox so I can't tell you the exact button to use but go to the skill menu, select a skill that you are level 100 and it should show the imperial symbol with the word legendary and a picture of the button you need to use. Press the button, it'll ask you if you really want to make the skill legendary, select yes and then the skill should reset.

Ah ok so you can rebuild perk trees with all the points, effectively doubling them/tripling them consecutively as you max the skill each time

Yes, but it will take a long time, since there are +200 perks. You'd need to level up every skill over and over a few times to get that many perks

If you know the Paralyse spell then Alteration can be reset and levelled back to 100 within 30 mins. That would be the easiest one to grind I think. You would probably need to enchant some gear to help your Majika regen though.

Sweet. That's what I have been sort of fearing. Because I put more effort into my magic spell collection and leveling those up than any other. Hehe! But I'm also wondering like could I just boost and reset one skill over and collect perk points through that?

Pretty much, you can then spend them as you like all over again.

Perks reset when you drop down a skill, so you will loose any perks you had in that tree. however, you will still keep the perk points, and will be able to spend them on other things
So the perk points I used on that skill will be returned to me?
