True, but you can make any boss fight "difficult" by giving them a weapon kills you in no time, though that's often branded as pretty cheap. Making a difficult boss fight in a game like this usually involves some sort of multi-stage battle, but making a tough-but-beatable mission where enemies have rocket launchers or miniguns is quite a task to create.

The minigun was pretty sweet in GTA:VC, but in general the rocket launcher was much better for destruction, so I tended to only use the minigun when it was given to me to use in a mission, such as from a helicopter or something.

Would be interesting if some enemies had miniguns, but that would tear you to shreds in no time.

Maybe the developers added a true to life vehicle modding mechanic and that brave player removed his brakes!

I'm sure little details like that will either get fixed by the final product, or you'll just be able to enjoy them with the overall experience.

For me, it's the minigun that apparently pulls ammo from a quantum field.

But that's why I like GTA, you can adopt so many playstyles. Like, I'd only switch to an assault rifle if I came across one on the ground, then once I wanted to go more "incognito", I'd pretend to "drop" it, and wouldn't use it again until I came across another one.
So I won't be doing much minigunning in GTAV.

Vice City had a hot mini-gun, too. I always HATED, though, how when you pick up the mini-gun in either VC or SA you lose the RPG and then had to start at zero ammo again if you wanted to grab the RPG again.
