Rumors broke yesterday that Thief 4 was set to be announced today via a Game Informer cover story, and so it has. Also, several screenshots and pieces of concept art have been leaked from the website vk.com/gamesmaniac along with Game Informer's exclusive announcement trailer. Referred to as Thief, rather than Thief 4, Eidos Montreal wants to make clear that despite the seeming reboot -- this is Thief.
Garrett will be returning to the franchise and its industrialized gothic setting. The contrast between the castle structures in the background and the semi-modern costume of each character, along with a typewriter of all things, makes it difficult to discern just how representative the title is of its franchise's history. It's no stretch to say Thief feels like a Dishonored sequel, rather than Thief 4, though Dishonored did take a lot of inspiration from the stealth franchise.
There's one aspect that there's no argument over, however, and that is that Thief 4 is running on next-gen level hardware. Square Enix says they plan to release Thief for PlayStation 4, PC and "other next-generation consoles" soon. Rumor is that the leaked screenshots below were taken from a game build running on Microsoft's next console.

Update: Eidos Montreal has officially announced Thief, so here's a bit of lore background that they've provided, along with a quote from General Manager Stephane D'Astous:
"We’re handling a precious gemstone with Thief. Fans remember the original games very fondly and we want to preserve that essence - which we have excellent experience of doing at Eidos-Montreal - whilst also introducing Thief to a brand new, next-generation, audience. Our goal is to deliver the fantasy of being Garrett, The master thief, and we’re building this game around that core experience."

Eidos Montreal also goes out of their way to clarify that Thief is a "reinvention" of the franchise.
