Yes they could. I tested it out, and theoretically, you could get every perk there is. I must warn you though, it will be one of the most patient things in any game you've ever played. I had to get 33 Skill level up, just to get from half way though level 81, to level 82. That equals out at about 66 skill level ups per level. It'll only get harder as you level up though.

To be fair, I think the mod I have is a much better option. Spend Dragon Souls for Perks. Skill requirement for perk/10 and that's how many souls it costs. Takes a long time but it's also very fair.
I like that mod, purely because end game you still get attacked by dragons quite often and they just build up dragon souls with nothing to do with them.

Would be nice to level beyond 81 although I'm not sure how many times something can be turned legendary or how high the game will allow you to go. The hardcap will be set at 65535 or something due to coding limits (unless that doesn't exist) which will make for some epically OP shit, but I imagine it would be hellishly long to get past 100 let alone 1000.

Yay! new difficulty. I was tired of my Orc being able to rip shit sideways on master.

Also, now I can get to level 81 without leveling useless skills.
