I don't really see why you should have to repurchase a game you've bought just for a different OS. Most games previously if bought on disc would be installable on a Mac. Portal 2 is an example of this in which both Mac and PC has system requirements listed. Even so, a discount should be listed.

My copies of GTA I bought in Steam (GTA III, Vice City and San Andreas) also has Mac releases listed in the My Games list, that I cannot install for the obvious reason I'm on a PC.

I know Valve wants to recoup some development costs in porting a game over to an OS, but it should either be heavily discounted, or free for owners.

I feel like users should be able to repurchase games they've already purchased on Windows for a very discounted price, or have games purchased on 1 OS, purchased on every OS. I really don't want to repurchase World of Goo for Linux, even at 50 to 75 percent off.

Not sure what you mean Duncan Idaho. I see three of the usual steam characters plus the addition of Tux (mascot for Linux) and a cake.
eh it's an in site joke, you should've seen Redemptions avatar at least once to get it.
