The performance has taken a hit. It now takes up to 3 seconds for all the visible tiles to load. It used to happen instantly at the edge of the screen. And I have a relatively high-ish end computer.

But the artificial unintelligence has definitely learned a lot.
  • They now actually use their money. Unbelievevable, right? I have a mod that gives me near infinity gold, so I often gift a lot of it to my favourite nations to help them out. They used to stack up large amounts of gold and not do anything useful with it (not even during a war ), but now they spend it all in a few turns.
  • They're actually putting an effort into self defence. Every city is worth fighting for now. They used to pretty much ignore small cities before.

"Added "Restart Game" option to game menu. This option lets you restart the game and generate a new map using your current pregame settings. It's only available at Turn 0."

Worked perfectly on my computer, didn't even realise there was a patch although I saw that they added Windows 8 touch-screen support.

That is, if one can still play the game. There's also a "massive" list of people on the Steam forums who claim that the game became unplayable. In my case, I was playing Civ5 prior to installing the patch, and the game won't start ever since. Some people say it freezes after a few turns, others say that the graphics are scrapped. I'm sure all the people experiencing problems are looking forward to the changes brought by the patch though... if we can play.
