The key to killing piracy isn't more obtrusive DRM, it's finding ways to incentivize actually purchasing the game. That is, finding ways to offer experiences/content that you won't get unless you actually purchase the game legally

CDP Red is such a generous developer and really treats their customers well. I can understand why they sent those letters out. What dev with a blockbuster on their hands provides every DLC for free? Not to mention they release an "enhanced" edition of their game for free. On top of that CDP moderately prices their limited edition bundles, gives out free merchandise and media, hosts contests frequently, and offers jobs to their fan base.

Compare that to your average dev who wants you to pay for anything they add to a game. Although I agree that the letters were not the best idea, I can understand that frustration could have easily invoked the idea for the letters, keeping in mind how much these guys do for fans.
