Kind of glad EU hasn't gotten the recent update if this is what is happening with NA. Makes you wonder how much testing they actually do for their patch's before they go live. Or am I mistaken and this isn't related to the recent software update ?

It could be related, but server issues could also be a thing that is purely going wrong at Riot.

It is a software update that's causing it. They ran a bunch of tests before release, but there's just no trial as good as trial by fire.
They changed a lot of backend stuff this patch, which "introduced a new bottleneck to the throughput" I believe is how they worded it. Server stability should be back to normal once they iron out the kinks of whatever they changed.

Working as a Software Developer I know problems like this can happen. Especially when you have management breathing down your neck, or even better, management selling features that you haven't developed yet.. thats always my favourite one.

"I've told a client we can do this" Oh really? Well... we could, but it needs developing. What was that? You want it by next week.... right...
