Skyrim 1.4 has been out for PC since January, not long after Bethesda announced they were testing the patch. About a month later, that same update has been given the green light by at least one console manufacturer, making it available to Xbox 360 owners.
As for the PS3 community, Bethesda is waiting to hear back from Sony pretty soon, but the PSN update "is looking good for today as well."
The developer is sticking to their plans to release more incremental gameplay updates for Skyrim, but console patches tend to be delayed by their lengthy certification process and having to deal with middle men. On PC, Bethesda is given free reign over the RPG, allowing them to patch more frequently.
