I believe the upcoming "Firewalker" pack will have new missions. Hopefully, they'll let you step out of the Hammerhead.

Seems pretty late to introduce new weapons. Like I don't think many people who have the game will go back now to replay missions with a new weapon. A new mission or two would be better..if not just throw the weapon into the Firewalker pack.

How would throwing in a new weapon with another DLC pack differ from releasing it separately?

The Firewalker pack has missions. That's the difference. Just saying I don't think anyone who has finished the game once or twice by now (which is pretty much everyone who bought the game) would be too eager to go back to the game, having beat it a few times, just to play with a new weapon.
