GameStop distributing Shiny Pichu Pokemon starting January 30
Event Pokemon unlocks special Pichu in upcoming remakes
Someone let the Delcatty out of the bag a bit too early as a deleted post from the official Pokemon website revealed GameStop will be distributing a Shiny Pichu starting January 30th. Pokemon Diamond, Pearl, and Platinum players can grab the little guy to unlock another unique Pokemon that's only available in the upcoming Heart Gold and Soul Silver titles.
The official Pokemon website had an announcement earlier, but it's been taken down. However, various Pokemon fansites and forums (including Neoseeker's) have already caught wind of the news, and it's been speculated that the initial announcement was made too early.
As for Shiny Pichu itself, it is used to unlock the Spiky-Eared Pichu in Pokemon Heart Gold and Soul Silver by having Shiny Pichu at the front of player's party while visiting Celebi's Shrine in Ilex Forest. The Spiky-Eared Pichu has a unique set of moves on hand but due to being affected by temporal anomalies from traveling through time with Celebi, it cannot be traded nor evolved.
On the bright side, Shiny Pichu has none of these restrictions and can freely evolve to Pikachu and Raichu. Shiny Pichu's moveset consists of Charge, Volt Tackle, and Endure, which usually must be acquired through breeding and sacrificing a TM. A fourth move, Endeavor, is not learned by any normal means thereby giving the little rodent a tactical advantage in battles and some added value for trades.
Pokemon fans have until February 14, 2010 to claim their Shiny Pichu but the freebies don't stop there. Nintendo has been allowing the rest of the world catch up with some of the more major event Pokemon already given away in Japan so expect the legendary Jirachi to be distributed next.

Well, there are always the cheat devices like Action Replay to get them in a different way (so I assume).
Action Replays do not have the capability of adding the extra bit of code on Pokemon to trigger the in-game event. Make all the Pokemon you want but you'll never activate the event.
