Why do the Teenage Mutant Ninja/Hero Turtles even wear those bands across their eyes?

It's so that Master Splinter can tell them apart - identical turtle quadruplets are hard work!

Yes, this occurred to me shortly after I posted that, except for viewers rather than Master Splinter.
But they're giant humanoid turtles, how much of a disguise is it really? Oh, they do wear those coats sometimes, I guess.
I thought about this too much.

It's not a disguise man - it's psychological warfare.

Everytime a Foot Clan underling see's a red rag dangling in the breeze - they would crap their pj's as it brought horrific flashbacks of Raphael murdering their comrades. The Turtles didn't want to hide - no, they wanted their enemies to know exactly who was kicking their arse.

They're giant humanoid teenage mutant ninja turtles. They don't need much of calling cards, save that Leonardo leads, Donatello does machines, Raphael is cool but crude and Michelangelo is a party dude.

They're doing the Rorschach thing where their masks are their faces and their real faces are their masks. Or something.

Also, they like the pretty colours.

It wasdone for the cartoon so the viewer could identify each turtle by the colour of there band. Full of useless info me
