I haven;t played The Twin Snakes but yes, the president (Solidus Snake) was behind the whole Shadow Moses incident.

Liquid didn't even know about Solidus, he thought only 2 survived the Les Enfant Terribles project. As for ocelot, Solidus made him provoke liquid to start the Outer Heaven Uprising.

That's what made me confused. If Liquid didn't know about Solidus at all, how come he knew straight away on top of Arsenal Gear? Does that mean he sees what Ocelot sees, even though he wasn't in control?

Yes, and it kinda goes with liquid saying that he chose Ocelot as his host in order to find out where the Patriots are.
