After you beat the Elite 4 and get the National Pokedex you'll be able to get to the Sevii Island.
When you go to 4 Island (At least, I'm pretty sure it's 4 Island... someone correct me if I'm wrong here) you'll be able to talk to a Breeder on a little island. If the Pokemon in your first slot loves you enough, they'll see what a fabulous trainer you are and give you Togepi.

It's definitely in the Sevii Island. Try each Island, all I remember is you have to surf up to an island and to the left where there are a few breeders.

scroll down on the link a bit, that link tells all about % island which is where you get Togepi (i got one....i think, idk i haven't played LG in forever)

to avoid everyone having to find the answer,its on 5 island,not four or one.surf on the water and keep to your left,near the rocks.then,you will see a water path veering off to the left.follow it,then you will find a man on an island who will give you the togepi(but you need an empty slot for you to obtain it)
