It really depends on how far you are into the game and how leveled up your pokemon are. If you're somewhat far into the game and are waiting to challenge the Elite 4, then I agree with Wu Kingdom. If you already beat the Elite 4 or the game go to the Cerulean Cave.

i beet the elite four cause i cept chalenging them and i gain exp points i challenged them like 13 times muahahahahahha.

Since you beat them twice the best place to go would be Cerulean Cave.
