Sure does seem like it, I remember the front cover on the very same game.

If I remember correctly, however, MGS1 was released for the GameBoy Color, and Ghost Babel was released shortly after. It was the same game, but with a different cover and title.

Ehh.. The only handheld Metal Gear on the GameBoy Color. There's Metal Gear Ac!d 1 & 2 for the PSP, and the original two Metal Gear's for cellular phones.
But yes, at the time Ghost Babel was released, it was the only handheld Metal Gear game. =3
