Well, I really don't know the exact way of how to get every characther, except that if you just keep beating Tournement Mode with different characthers 2 or 3 times, then you will keep unlocking people.

I think that you need to do time challenge to get one of the characters too.

to get all the characters beat the tournament with all the characters you have ex. switch the characters every time you beat the tournament

Beat tournament mode with 1 character: Raditz
Beat time challenge mode with 1 character: Gotenks
Beat tournament mode with 2 characters: Nappa
Beat time challenge mode with 3 characters: Cell
Beat tournament mode with 4 characters: Frieza
Beat tournament mode with 5 characters: Android 16
Beat tournament mode with 7 characters: Buu
Beat tournament mode or time challenge mode with 14 characters: Broly
