I don't think you can. I can't find a way to do it, anyway.

if you can, can you tell me coz in gta forums i think someone said you can by doing somethin with the settings, in san andreas you can, i think in vice city there is a way coz san andreas is bigger and better quality than vice city and is hard to turn to window mode, it should be easy for vice city as it doesn't have extreme good quality.
