Reason for nature and ability? Most people are probably going to want a politoad and drizzle politoads are very popular. Modest nature so that it is a little bit more Specailly attackative because lets face it, no one teaches their politoad physical moves.

Ability: Water Absorb
Why that nature and ability?: Provided you're going to evolve the Poliwag into a Politoed, a bold nature ups defense to be comparable to it's Sp. Defense, and water absorb would help in healing while trying to keep a wall up. I think it would make for a pretty formidable wall
