What can I do about that? I have the latest drivers of my video card but I can't play SH2 because in the places that you are supposed to use your flash light to see anything, it does not light the walls and I have to walk in complete darkness. The map still displays which means that it should not be that dark. Even when I increase thre Brightness Level it is the same.

THAT'S your problem. use catalyst 4.4 or lower and the flashlight will work

I decided to give this game a try again and updated my drivers to the latest version. This, however, did not fix the flashlight problems. Here is something that helped me and now I'm enjoying the game at last. No more problems.

it worked with my ati radeon 9200se
Ok i had the same problem, (no light) and besides i had that other problem (that sound bug no fixed with the patch) and what I did to fix it was:

i did opened System on control panel and i went to the device manager,
then i opened propieties of my video card and went to details.
there i checked for my vendor code (in my case, ati = 1002, it looks like VEN_1002) then i went to the silent hill 2 folder (normally c:\program files\Konami\silent hill 2)
and opened device.fix with notepad, there i found "VENDOR ATI 1002" and there were already some hacks (about tfactor and zbias)
well what i did was add a this hacks next to the tfactor and zbias hacks:

//for video
HACK DX_CONFIG_EFFECT_LENS_FLARE_ON 0
HACK DX_CONFIG_USE_VERTEX_SHADERS 0
HACK DX_CONFIG_USE_PIXEL_SHADERS 0
//for audio
HACK DX_CONFIG_DISABLE_HARDWARE_SOUND 1

i saved the file, and thats it!
of course that worked in my case, maybe u will need to play with the config a lil in your device.fix.

open file device.fix in the root file of the game
paste this

HACK DX_CONFIG_USE_VERTEX_SHADERS 0

after the line "VENDOR ATI 1002"
this works at me with my Gigabyte copy of ATI Radeon 9250 graphic card
i guess it works at most Radeon cards. try it
