Basically, I've finally reached the 8th gym and I am facing clair. My pokemon a relatively week and was always about 5 levels behind where I should be.
Here are my current pokemon:

Quilava lvl32

Cut
Rock smash
headbutt
flame wheel

Gyarados lvl31

Avalanche
Waterfall
Bite
Surf

Heracross lvl30

Shadow Claw
Counter
Horn attack
Aerial Ace

Sudowoodo lvl30

Focus Punch
Faint Attack
Rock Throw
Strength

Aipom lvl30

Swift
Dig
Thunder
Iron Tail

Noctowl lvl31

Shadow Ball
Take Down
Confusion
Fly

Normally, I get my heracross to use counter and pretty much takes out all the strong pokemon in one hit, but at the moment everytime I use it, it says move failed.

I am not gonna find and train new pokemon as it takes too long and need some other way to beat her.

At the moment I can take out the gyarados with aipom and sudowoodo, leaving the latter with low hp and the other fainted. My gyrados takes out both Dragonair in one or two hits of avalanche. The kingdra can take out aipom in one go, sudowoodo with one hydro pump, Quilava in one Hydro pump. Noctowl in one or two hits. My heracross can survive the first hit but then counter fails and he faints. And gyarados can take three but cant do much damage back.

What should I do?

Get some Ice Pokémon/moves on your team. Blackthorn is right near Ice Path so you can catch either a Delibird (SoulSilver), Jynx or Swinub from there. Then simply train whatever you choose to catch to around lv.40.

EDIT: Your Pokémon are too low leveled by the way. Like I said, aim to get them to lv.40 at least. The higher the better.

Go to the move deleter and make Gyarados forget Surf then level it up so it learns Ice Fang. Avalanche has negative priority, meaning it goes slower than most moves even if Gyarados' Speed stat is higher. I would also do what UU Warrior suggested and get an Ice-type Pokémon.

You made the same mistake I did and balanced your team.

another mistake you made was trying to train 6 Pokemon. You can easily get by with 4 and then add Dratini and Ho-oh or Lugia(depending on your version) after beating Clair. Also, Vaporeon is quite helpful here and with the E4 if you haven't already evolved Eevee.

Uh heracross with counter problemo = Counter works after being hit by a phsyical move, doubling that damage. making the move very powerful, obviously. But yeah does anyone know if Herecross learns IcePunch? and IceFang with gyrados is awesome here

Ok, so general improvements

Quilava-Train it to Typhlsion at least, best you can do with it at the moment

Gyrados-Dump Avalanche, get Ice Fang, and idk what to replace Surf with

Heracross-nothing really can update, though Counter only works if the move is physical, so a move like Hydro Pump won't rebound while a move like Metal Claw would

Sudowoodo-Nothing really i know of

Aipom-Read Sudowoodo

Noctowl-Read Aipom or Sudowoodo

The only thing i do have to say is agreeing with everyone else, dump someone on your team and go to Ice Path and catch an Ice Type, Swinub is good, but still takes 2x Damage from Water moves from Kingdra

train your pokes to at least 38 each, though the one you would use the most, i recommend 40-42

I would also recommend to lose 1 or 2 of your physical walls.

You don't many special based Pokemon and that could really hurt later.

or that Eevee xD but Heracross with Counter won't be helping much as Clair's strongest Pokemon, Kingdra, uses Surf and Dragon Pulse most of the time which are special attacks.

This can be done but it's really tricky with that team. First off i'd reccomend raising quilava to Lv36 and Aipom to atleast 32 because that's when he learns double his and can evolve. Now the tricky part clairs Pokemon.

Gyarados
Her Gyarados isn't too bad but it has pretty high attack and has the ability Intimitate which cuts your attack by 1 stage (20%) if i remember right. Do not use Sudowoodo because 1 he's very weak to water and 2 Rockthrow probably won't do much damage. If you plan on using your team use Ambipom's Thunder because he's 4X Weak to Electric Types.

Dragonair X2
Her dragonair are very irritating because they have only 1 weaknesses and it looks like you know only 1 Ice attack. I'd suggest equiping your Gyarados with Choice Specs (Your Mother buys it once you've earned alot of money) or a quick claw because luckily Gyarados has really high attack and can dish out alot of damage. DO NOT USE Typhlosion though.

Kingdra
Unfortunately Kingdra has 3 Powerhouse moves which to big damage (Hyper beam, Hydro Pump, Dragon Pulse). But it's only weakness is Dragons so the best thing to do at this point is to just pummel it with your strongest attacks because most of your team should still be able to handle 1 attack from kingdra except Quilava and Sudowoodo. If you can try equiping heracross with a focus sash it will allow him to escape a 1 hit KO and counter to deal ALOT of damage.

what i personally think you should do is try and get yourself a electric pokemon it can take on her kingdra witch for me was a bump in the road

Here what I did!

1. Get an eevee from bill
2. Leave the eevee by itself at the day care
3. Pick it up at level 30
4. Evolve it Vaporeon
5. Train it until it learns auruo beam (which is an Ice move)

Also you should do the folowing
train Quilava to evovle
Train Gyrodos

and your team is not balance
like to of your pokemon are weak againts electric types.
Two others are weak againts water types which is really bad for clairs gym
and how did you beat the fighting gym?

Wow dude get a Ampharos >.>
Use the same tactic for the dragons, but use ampharos+thunder on gyr & kingdra...
