How do you make alliances with other rulers in surrounding territories? Tutorial does say you can, I believe.

I honestly don't remember there ever being an option to make Alliances :s
I believe it may have meant that you join an opposing army (and slowly rise the ranks)... but apart from that, I'm not too sure...

yea you can get it with those cards
