His name is Wallace (close Evanster), and he's in the middle of Sootopolis. In the gym, to be exact.

So can't find Sootopolis Town, or the gym?
His gym is on a small island in the middle of the town.
If it's getting to Sootopolis in the first place that you're having trouble with, it's a ways past Mossdeep. You have to dive in a certain place and then come up to get there.

It requires a brain.
Step on all of the panels once and the ice "waterfall"...clears.

the ice floor is really easy to get over... you just have to think befor you move... easy really...
