To get married, I don't think there is a requirement of notes. As long as you meet these:
Lvl3 House
Large Bed
You should be fine. ^__^ At least, I believe that's all.
Upon getting the lvl3 house ((which, in turn, will unlock the large bed)) you should reach a cutscene with the mayor. The mayor may need 2-3 hearts, so if you don't get the cutscene, you should try befriending him as well!
