well... if you want the quest that give them easily...
G-Rank DoTK quest gives ian/los ruby and heavenlies easily
but the quest is hard.
other than that, silver rathalos in both g-rank and high rank have more chance than other type of rathalos.

I know it is hard. you're better of see how long you're in battle, just say if you can kill it in 20. then in around 20 min, it should be weak.
or just use tranq guru skill

Okay here's a trick I've learnt. Works every time with nargacuga brain stems. Just cut off tail, flash bomb it and get carving as quick as you can.

Well, i got it once by chance, when i didnt do anything special. I just spammed Clust S lvl2 and few other bullets till it dies. I didnt capture it but.
