It costs $15 USD to download the base game. Expansion content costs extra(between $1 and $3), but it optional. This is a one-time fee.

Yeah, this isn't one of Nintendo's play to play online games, this is a pay to download game. One time fee =/= P2P.

You pay to get the DLC. Not multiplayer online though.
