You Should've got it then. Are you sure you did the Retro cups, and not the Wii cups? Otherwise, it might be a bug in the game.
Sometimes, if you leave a cup too early, it doesn't save, so just make sure, by moving the cursor over each Retro Cup that ou got at least 1 Star on it.

Hm, it randomly unlocked after a normal Vs. match a day later. Haha doesn't matter to me though, I really wanted this kart.
