Whenever I play online on this game, the people always quit. I was dominating some kid by like 20,000 to 30,000 points and he quit. Does anyone else have this problem?

Yes. This isn't in just Rock Band, though. In all games, if someone is getting their ass kicked really bad, they'll quit. It's annoying in GH3, Rock Band, Call of Duty 4, etc.

That's why it's so amazing in Halo 3; if they quit, not only do they get penalized but you don't lose anything, because if everyone quits, you still get XP/level.
It wouldn't be an issue to me if someone else quitting counted as a win (both in GHIII and Rock Band), but alas; that's not the case. I don't really understand why either.

It does, but I always play Band online, so most people suck more then me, and I can cheer =D

Back when I played online battles constantly, I usually only saw a couple people leave. However, I still was +10,000 above them usually always.

What's so bad about it? If someone is getting their ass kicked repeatedly, what is the point in staying? If you are able to beat them so easily, you shouldn't want to vs them anyway.
What's annoying is quitting right in the middle.

I also hate when people think they're so good on Guitar, and take it, then go on Medium. I like to FC the song on Bass, so it puts those bums in their placr...

In theory, us "Yanks" are already quitting halfway, only against other "Yanks". I'd love to see you even attempt to keep up with me on Guitar, and yes, take that as a challenge. I'll see you on Rock Band.

I haven't gotten my score streak achievements yet because of quitters.
People leave more than they stay. It's REALLY irritating.
