Subject: Are the golems meant to be level 99?

I was doing 'Just For Penelo', was making my way over to the tree, and there's loads of golems that are level 99.
Are they meant to be like that?

I know it's strange lol
Zodiark is lv 95 while the highest can is 65. They made the game harder so it's the best to start working with strategies for now

i did that like 2 days ago just sneak around to the back and filo to be near a edge where she can fly but enemies cant attack her and start scavenging (if possible) there's one like near the right side of the tree

they cant be coz I can kill dem and Im only 50
