Even though Vic looks different from GTA:VC compared to VCS, if you played SanAn, remember how different Claude looked from SanAn to GTA3? So they probably are the same people.
BTW, I don't trust Wikipedia either, too many people putting up false crap.

He must have went to columbia with umberto from GTA VCS and in many places people speak a mixture of both of the languages ( in this case spanish and english ).
And GTA VC was made before GTA VCS right? if so maybe they were gonna make him known as a columbian dealer but changed theyre mind in VCS.
He may have gotten the pulp beat out of him and went into the gang protection to get out of the gang life to only be found by his brother and forced to do things he didnt want to do ( like so many other times in GTA VCS)
A learned ability, a change of mind from the creators or maybe Running away and being pulled back in from his brother.

He is dead because Vic vance is mentoined on the website of VC as THE brother of Lance vance. The reason why he looks so different is just because R* made Vic as a ''not important character'' in VC and they couldn't know yet that they would use him in another gta. of course they wanted a badass looking guy in VCS and no that crosseyed lame vic vance from vicecity. so they made him look different but the storyline's still the same. Also, In VC ken rosenberg mentioned that the vance crime family is just Lance Vance and his brother, and no one else. in VCS they start that Vance Crime family, which aso proves that it's vic in VC.

There's a Huge Clue in this.. If we remeber.. Lance got a Plane to VC In VCS.. Pete is in the place were they actully live.. Lance is only in VC Still because in VCS He bought a house.. It may be Vic Since Pete Didn't travel to VC

I reckon its Peter who died.
1) His voice and accent are different
2) All the characters look the same in VCS and VC except for HIM
3) Vic doesnt like drugs, so why would he deal them himself?

I don't think it's vic because all through out the story line in vcs he's alway's saying he wants nothing to do with drugs...so i don't think it's him.
