Can someone explain to me how to play other people on GTA IV (online) I have no idea how to meet people or do anything like that?!?!?!?!

use the in game phone and select multiplayer...
i'm always up for a game if i'm available!!

I see that part but i dont see any other people all thats available is "quick play" and "custom PLay"

Right. You don't get to choose who you play with, unless you are doing Party Mode with friends that you already know. So just choose quick play and then select the type of game you want. It will then throw you into a room of people at random.
