On Challax, where your ship is, you will find a Giant Clank space challenge portal. The Electroshock body armor is the prize for beating that challenge... if I remember correctly.

ELECTROSHOCK ARMOR PIECES:
Helmet: Found in the Laboratory (just after the cutscene) half way through Medical Outpost Omega.
Body Armor: You get it for defeating the Technomite Dreadnought on the Challax Giant Clank Challenge.
Gloves: You find them in the final race on Medical Outpost Omega.
Boots: You find them after defeating the Electric Dropship on Challax.
