the hb detector is in use even though you don't know it. As long as you have a Recon operative in your 4-man team, the hb detector works. If you press select to bring the map up, then you can hear the sound of a heartbeat.(This only works if the is an enemy lurking close by. Hope I was a help!

Yeah thats right madman and just so you know, red dots represent 'tangos', yellow dots represent hostages, green + sings represent objectives and the green dots reprsesent you and your men. Also if you keep watching a terrosisist in a HB detector you'll notice all they do is move around in a certain route over and over.
