Well Since Many People Are To Lazy to Go To Their Nearest Game Store And Purchace A Cheat Device I Suppose ill help You Should Read This

Liberty City:
A Large Portion Of Portland,One Of The Liberty City Is In San Andreas From GTA 3 Or GTA Liberty City Stories.
However There Is one Mission Where You Are on A Sanchez on The Back of It Shoting A Malfia Gang Leader.In The streets Of Liberty City(LC)Ok?Unfortunitly The Mission Required Solid Buildings And It All Was Deleted Even Parts of LC
But!Part Of It Is in The Game!And The Textures Are Not Solid Yet Parts Are!!!
Caution!The Liberty City Is Not All Solid Whitch Resolts To You Falling Through The Game.
WINTER IS A FULL EFECT IN LC

Your all wrong, there is a way to get to Liberty City when not on a mission, and since the author of this topic is lazy then I will have to do it for you, and by the way the only cheat needed is the Jet pack cheat.
Ok, go to Los Santos gym and by the American flag corner activate the cheat then lift off, you should go through the roof and will be in complete blackness except for the gym, now I never found the door in this next step but on your map, target eastern side of the Arena thats on the eastern side of Los Santos, fly there and you should see the yellow triangle symbolising a door, go through the door and you will be in complete whiteness, now target somewhere in Western Los Santos and fly there, You should see Liberty City, you can walk through anything except the roads, I believe RockStar were going to add more to it but they never got round to it I guess.

Nope. They weren't gunna include it. They used part for an introduction movie, so it had to be in the game for when they made it (they made it using the game), and the part for the mission. As a result, most of Portland is in the game.

Go to the 'Liberty City Guide'. It's all there.
