He is the police officer that you meet in the first couple of cutseens, he isnt that bigger threat and he only appears at level 5 heat, and you score major points if you wipe him out.

I scored major points cuz he wiped himself out! I was at the bust station, parked all the way out on the end of the long platform, after a long tiresome chase, trying to lose everyone. Cross and one other vette were the only cars left, and the vette hit Cross and flipped him on his roof. That gave me a lot of points and put me over the top... I achieved a milestone with that. So i just backed up into the station and lost the last car.

Cross appear in Heat Level 6 in the last level of Carrer mode with Black C6s. although, he orders those cops what to do. i like his yelling.

cross is just as stupid as the other cops. he'll ram into the campus wall if you sit on the ledge.
he also gets you 40,000 bounty or something like that. i go into pursuit JUST to try and kill him because i beat the game. i use a mustang because it piledrives him and his lackeys. i have 23 million bounty and i've killed cross about 10 times because he gives off HUGE amounts of bounty and i get bounty just for being near him!!!! (time bounty)
