I like to believe that there is no such thing as "best" in most games. It all depends on what character you've had the most practice with and are the most used to. The best team for me is Toad and Paratroopa, but that in no way means that that team is the best for everyone.
I hope I'm clear on what I'm saying.

First i though baby mario and baby luigi were good because it could accelerate more with them but now i find paratroopa and koopa are fast and they are good with acelleration and they dont weigh much.

I like either using Baby Mario or Baby Luigi cos i like there special move and same goes with Toad getting that extra boost can be very helpful.
