I want a computer that can play Assassin's Creed 3(and obviously it will be able to handle the ones before it, and other games, but specifically this one) at max graphics, and can do no more than that.

I am not that familiar with hardware, besides the basics.

I am on a $1,500 budget.

Which country are you from? That'll help us with suppliers.

Basic parts though, you'll probably want:

CPU - i5 3570k
GPU - GTX 670 or 680
Mobo - z77, doesn't matter from which company
PSU - 750w PSU
RAM - 8gb RAM

Everything else is extremely flexible.

Keep in mind that the AC3 graphics engine is quite old, so the graphics aren't that great. I was quite disappointed seeing the graphics on youtube let's plays.

He has a $1500 budget. he can easily get a 3770K and a GTX 680.
