I don't think so, but there is a mod that makes a Hummer ambulance .

Go to GTA FileFront It has mods for GTA: III, Vice City and San Andreas. Enjoy!
REMEMBER, ALWAYS BACKUP THE FILES!!!
Also make sure you don't have V2.00 of San Andreas by checking down at the bottom right of the screen at the main menu, (Start Game, Options and Quit Game) If you do, you can't have any mods or use multiplayer (Online) It was all because of Hot Coffee. The made it so ALL mods don't work. If you do have the second edition, click here and install the patch. It may mess up your save games, so back them up too. If it's car mods your looking for... Look for mods by JVT
If there's anything else you need, ask me. (Yes, I do own the PC version, i'm not just making this all up.)

Try asking in the Grand Theft Auto: San Andreas PC Version Forum. However, it's pretty much dead, so alternatively you should try Google. There are hundreds of excellent mods available for download.
