At the begining of the game, right before the Desians attack Iselia, Collette's father says that line. What does he mean? What is she already?

But they were never told that they were going to die more than it is stated "Become an angel" They were never straight out told your going to die.

Oh gee I don't know...maybe since their child is the chosen?
Chosens are obviously not destined to die since Colette survived the entire game. Even if the previous belief was that they were destined to die, why would Frank and Phaidra know this?
I agree with you, artificer. If they knew that it could lead to the truth about the cruxius angels.

So Frank and Phaidra would be privy to this knowledge, while the rest of the village was ignorant of it?

Raine herself stated before the little Chosen ritual that Colette would have to die. She did survive, but she would've had to have been educated in a manner that made the belief that a sacrifice had to be made, or at least, speak in the manner of Colette's soul dying.
Colette's soul would "die" in the manner of her soul being replaced by Martel's, but only by a manner of transformation. She turned into an empty vessel, but by some means of the Cruxis Crystal, was able to come back.
Mah two cents thar.

Colette didn't die because Lloyd saved her.
All the previous Chosens have died, however, hence all the coffins in the Tower of Salvation.

Maybe it's something simpler, like "Colette is already at the Triet Desert!" Also, I wouldn't be surprised if Phaidra knew that she was destined to die, but I don't think Frank would.

Maybe he means that she is destined to die?
Yea ^^ Its something along that Nature. Theres always a line like tht at the start of games to suggest that someone may die, for Example in Final Fantasy X with Yuna .
How would Frank and Phaidra know that she would be destined to die?

This game physically, emotionally, and sexually abuses the "unfinished idea" method of foreshadowing.
what do you mean "sexually" abusues the unfinished idea?
I was originally just going to say "abuses", but then I decided to add the adverbs in there to further emphasize how frequently ToS uses it.
