Finally i got it. In fact it may be available from start but you still have to get it once.

Zhuge Liang is the one who had the development policy. After what it kept showing every turn lol

Maybe you know the truth about my dilemna.

I don't have the policy "Development", it never appears whereas walkthrough say we have it from start.

So i wonder "Wtf -_-"

Is it that we need a save of DW5 to get this policy?

Anyway best chara is Ma Chao "I fight in the name of JUSTICE"
