Although I find it hard to believe that anyone wouldn't figure this out on their own after the information just given, here we go:
You can Scout Blitzball players by pressing [Square] while standing close to them. If the scouted player is a free agent, you will get the option to sign them on your team.
You may also sign new players when their contract expires with another team after a match.
