Certain Nintendo events have given out Aurora Tickets that allow you to access Birth Island and catch an official Deoxys. Currently, all legendary Pokemon exept Celebi have had/currently have an official way to get them.

Otherwise you'll need to wait until Nintendo starts handing out the legendary Pokemon again.
