When you go to Banner Village, there's a chance that it'll not appear in Rare Finds. If that's so, play the game at least 30 minutes without re-checking the Item Shop of Banner Village.
After the 30 minutes, return to the Item Shop, and it should be in Rare Finds. If it's still not, repeat the process.
I was having a hard time getting the Rose Brooch until I read of the way Rare Finds recycles...

i believe you can buy it at banner village's item shop, banner village is the small village beside the river which you must go thru to get to gregminster. Its a rare item, so if you go there and you can't find it, come back a lil later and look again
