Yep, it's because the customised weapons have first strike.
If you start the battle with first strike and then switch to your Celestial Weapon on the first turn it's actually "faster" than just waiting for your first turn with the Celestial Weapon already equipped.
Ah, thought so. Makes sense. Switching weapons is one of the quickest (if not the quickest) "moves" on the CTB bar.

Lol, yeah, that kinda confuses me too. I think they add like first strike or one mp cost or something...not sure. I never did that, I think.
