Don't worry i had the same problem. Have you talked to Ruby, Rock and nami? If you haven't the event won't trigger. Try different times, like, instead of 11:00 try 2 o'clock.

Help please i have seen every heart event before and its Wednesday and 11am but the cutscene isn't triggering he is at red heart but it still won't trigger
