Not for a looong time. Its why all the recent SH games have been terrible xD Team Silent or something equal to them need to be reformed at Konami Japan before SH is good again...
Every Silent Hill game after the room has been a western title.

They decided to localize it in English first is my guess. If you look up the release date for Japan it's still 'N/A'.

Angelus This is for a Japanese convention. Silent Hill: Downpour hasn't been released in Japan yet.
